Scott's Social Services (SSS) is a Short-Term Residential Therapeutic Program (STRTP) (formerly referred to as a group home) that was founded in 1995. We offer a well-structured program for girls ages 11-18 and non-minor dependents ages 18-21 that can address the needs of substance abuse, and serious emotional and behavioral problems.
The original founders had a passion for their work and when one of the owners was diagnosed with an illness, they decided it was time to pass the torch so the legacy could live on. After a diligent search to find new leadership who would support the SSS mission the same way, they discovered Robert and Tiffany Carter.
Robert and Tiffany Carter built names for themselves in the social work sector, and they owned and operated a boys youth home in Sacramento when the founders of SSS discovered them. They knew the knowledge, experience, and passion Robert and Tiffany had for youth was the perfect fit for carrying on the company legacy.
Today, SSS has three 6-bed residential treatment programs. Two are located in beautiful residential neighborhoods of Southwest and Northeast Bakersfield. A third facility is located in the suburbs of Tulare, California. All three homes provide personalized care with 24/7/365 awake supervision.

With two decades of experience, we strive to offer avenues for success for each child, providing a nurturing environment and promoting family reunification.
Our goals focus on overcoming past placement failures and exploring avenues for success. We provide a full range of services, including educational support, psychiatric evaluation, and more.
Our ultimate goal is to reunite residents with their families or place them in a lower level of care.

Tiffany Carter is a dedicated professional with a deep passion for supporting and uplifting her community. She holds a degree in psychology and a Master's in Marriage and Family Therapy, equipping her with the skills and knowledge to navigate the complex world of social work and child welfare. Tiffany began her career at the Jamison Cent
Tiffany Carter is a dedicated professional with a deep passion for supporting and uplifting her community. She holds a degree in psychology and a Master's in Marriage and Family Therapy, equipping her with the skills and knowledge to navigate the complex world of social work and child welfare. Tiffany began her career at the Jamison Center in Bakersfield, where she worked before earning her degree. She then became a social worker, specializing in family reunification, and quickly advanced to a role within Child Protective Services (CPS). There, she focused on investigating cases of sexual and physical abuse, neglect, and the removal of children from unsafe homes. Tiffany also worked on permanent placement for children approved for adoption, with a particular focus on older youth adoption.
It was during her time in CPS that Tiffany recognized a pressing need for more youth homes, which led her to approach her husband Robert about starting their journey together, ultimately founding Scott's Social Services. This entrepreneurial venture allowed them to offer a safe and nurturing environment for youth in need, and Tiffany’s commitment to supporting children and families has remained a central part of her life’s work.
Tiffany’s entrepreneurial spirit extends beyond social services. She is also the proud owner of a beauty salon in Bakersfield, CA, where she combines her passion for beauty with her desire to make a difference. As a Black woman and beauty salon owner, Tiffany recognized the lack of accessibility to Black beauty supplies in her local community. In response, she opened Beauty Connections, a beauty supply store that caters to everyone but offers a wider variety of Black beauty products than any other suppliers in the area.
Alongside her work in social services and beauty, Tiffany is passionate about real estate and is an active member of her community. She serves as a board member for the Bakersfield National Association of Women Business Owners, and, as a proud mother and wife, she cherishes spending quality time with her family. Tiffany's journey is a testament to her unwavering commitment to making a positive impact, whether through her work with youth, her entrepreneurial ventures, or her dedication to her community.

In addition to working with family practice physicians, licensed psychiatrists, clinical social workers, and educational professionals, we have staff of 15-20 individuals on-site 24/7/365 to provide comprehensive care for residents. This includes implementing treatment plans and therapy, planning and preparing healthy meals, assisting the girls with daily routines for school, hygiene, and more. Our staff assists with education, supervises activities on-site and plans and supervises off-site activities as well for enrichment. Our staff is committed to creating a home environment where residents can grow and thrive.
Comprehensive medical evaluations are provided by a family practice physician upon admission. Our program includes ongoing primary care for residents, including psychiatric evaluations and treatment. Weekly consultations take place with licensed professionals for medication evaluation, prescriptions, therapeutic interventions, and staff education to support residents.
Ongoing discussion of each resident’s treatment take place regularly with direct communication between placement workers and our STRTP team, including social workers, administrators, and facility managers. We provide 24/7/365 care including support with daily activities. SSS is truly a home where girls eat nutritious meals together, do homework, play games, and more.
Our licensed social workers meet with family members to discuss treatment, educational questions, and arrange supervised visits. Our social workers hold master’s degrees and have expertise in working with families. Our ultimate goal is family reunification.
